KSC is created by Silla University in Busan, South Korea under the relationship between Silla University and Pannasastra University of Cambodia.

The KSC is established to develop human resources and globalization of Korean culture through the education of Korean studies
Goals
The goals of KSC are to:
- Diffuse Koreanology in secluded areas
- Diffuse Korean culture in Cambodia
- Promote economic cooperation between Korea
and Cambodia
- Resolve problems related to multicultural families
Objectives
The KSC is committed to achieve the following objectives:- Improving friendly relationship between two countries
- Producing local experts on Korean language and studies
- Further diffusion of Korean wave and improvement of Korean National Image
Program
The center provides a high standard curriculum with the most effective textbooks from Korea, in order to fulfill the needs of Cambodian people who wish to study Korean language either for their careers or for their studies. Also, we have experienced teachers with high capacities who are from Korea. Our classes are from Monday to Friday, one hour and a half per day (90 hours per term).

- Experiencing Korean Movies
- Exchanging culture with Korean exchange students from South Korea
- Reading Korean books (over 1000 books) in the center such as culture, history, politics, movie etc.
- Silla University gave the Honorary Ph.D to Her Excellency, Bun Rany Hun Sen.
